AINS is seeking a highly motivated and accomplished Development Manager to lead and manage a large Agile SDLC product development team responsible for the successful design, development and implementation of a robust case management platform.  The Development Manager will be accountable for the successful implementation leveraging the Microsoft .NET Framework, C#, SQL Server and MS Azure PAAS. The work location is in Gaithersburg, Maryland.
Position Description
  • Provide technical leadership and management oversight on a fast-paced Agile Software development project leveraging Microsoft .NET, SQL Server and MS Azure PAAS technologies.
  • Responsible for all application development activities, ensuring resource optimization across all project tasks.
  • Provide product management to ensure that all contract work products and deliverables are completed on-time, within budget, and meet the objectives of the task order and that risks and issues are identified, communicated, and resolved in a timely manner.
  • Lead all product release planning activities and ensure customer acceptance of the Integrated Project Management Plan, scope definition, project estimates and Work Breakdown Structure.
  • Analyze customer requirements and determine the level of effort in designing and developing a solution.
  • Design and hands-on development to implement product core components that meet multiple customer requirements.
  • Lead projects in a technical capacity and provide mentorship to team developers.
  • Participate in a strategic planning for product improvements.
  • Provide leadership support to the Solution Architect and other senior technical resources to ensure optimal designs and solutions are developed and deployed on time and in budget.
  • Provide senior staff technical analysis, insight, and review of complex technical issues related to support platforms and products.
  • Mentor and coach and support long-term career development of project team members.
  • Assist technical leads and release managers with the development of resource allocation plans and detailed project schedules an ensure implementation of CMMI L3 project monitoring activities and associated controls.
Required Skills and Experience
  • 8+ years’ experience successfully managing large product development projects with a focus on applications design, development, operations, and maintenance.   
  • Extensive knowledge and hands on experience of Microsoft web platform including .NET Framework, ASP.NET, IIS, WCF, and SQL Server
  • Microsoft SQL Server call syntax
  • Agile software development methodology
  • Demonstrated success leading multi-disciplined teams in agile software development approach.
  • Strong customer management and leadership skills
  • Extensive hands on experience tracking and managing project resources, tasks, milestones and deliverables using MS Project.
  • Strong written and verbal communication skills.
  • Self-motivated and ability to lead high-functioning teams.
 In addition, specific knowledge and experience should include: Microsoft Visual Studio; Configuration of the .NET Development environment; programming in either C#.NET; ASP.NET (and event model); Microsoft SQL Server, WCF, WebAPI, stored procedures; User Interface design, HTML, XML, and JavaScript.
Candidates should be able to show experience with high user volume ASP.NET web application development with a focus on efficiency of performance in application data processing, UI rendering, and a strong understanding of database/web application interaction.

AINS utilizes Agile development methodology, therefore candidates must show experience with Agile Sprints, Team Foundation System, Work items, Code reviews following strict coding standards, coding environment setup for unit/system automated testing, automated build processes.
